- Preheat oven to 400°F and grease a 13×9-inch baking dish. Brown the ground beef with chopped onion, garlic, and green bell pepper in a large skillet over medium heat until no longer pink, about 5-7 minutes. Drain excess fat.
- Stir in 3 tablespoons Parmesan cheese, pizza sauce, chopped pepperoni, Italian herb seasoning, and drained mushrooms. Simmer for about 15 minutes, stirring occasionally.
- In a separate bowl, combine milk, oil, and eggs. Beat with an electric mixer for 2 minutes. Add flour, salt, and cayenne pepper; mix until well combined.
- Spoon the beef mixture into the prepared baking dish. Sprinkle with mozzarella cheese and chopped bacon. Pour the batter evenly over the top. Sprinkle with the remaining 1/2 cup Parmesan cheese.
- Bake for 20-25 minutes, or until the top is golden brown.
